Actually, elves are the ones, out of all 15 teams, that use rerolls the most, because they're the ones who make the most rolls. Chas don't need too many rerolls; only two ro three for the occasional missed two-die blocks. Besides, you can't talk about reroll cost without looking at the whole team as well.
