I haven't played any Vault games yet, so bare with me here. I know guard on a player of that size is very good. Yet I only saw it on a Orc team, goblin got two doubles and has block and guard. Goes well with the "orcen theme" but guard on a ST 2 player is key because you will want to block him out but then your still standing next to a Storm vermin or whatever.
Yet I like the NOS skill (if it didn't change), I also like Big Hand. If you want to make him a dominate interceptor then give him NOS, PassBlock, and if you hit another double then VLL. He is going to almost pick that ball off at anytime. But then he doesn't have block. One thing I noticed about your league is that you only have 1 "Bashy" team, maybe 2 if it is a long enough league for the lizardmen to kick into gear. But the rest are rather finess or at least fragile enough to hurt and kill.
Look at Pro Elf Catchers, only stat they have above you is ST, and they come with NOS, those things are incredible. Now the Wood Elf guy has a St2, MA9 catchers. If you take NOS you combine the MA of a W'Elf catcher with the skill of a Pro elf Catcher. Plus you can mutate later on if you want too. I would definately go NOS here he will be a much better player for it.

I'd go with Big Hand personally.
To me, going for a suitably reliable interceptor requires too many skills to be worthwhile overall. Opportunities for interceptions are also normally scoring opportunities, and I'd prefer my defense to shut those down.
Big Hand otoh can be very valuable in situations where the ball has gone unsecured in or around a cage, or where you managed to snap a ball carrier but get an awkward scatter. Being able to reliably clean up these situations is invaluabe, particularly for a fragile team like Skaven where breaking a cage involves significant risk of injury - you only want to have to do it once.

The reason why I'd like to get an interceptor is becouse our league has alot of finesse teams. So we get the situation where when you finally manage to break the cage and the ball gets thrown to someone outside of it alot. With a decent interceptor the opponent will be less likely to do this. It would also mean I'll be able to concentrate on the ball and somewhat ignore catchers on my half if I just get my interceptor in the right position.
