I'd go for Amazon lino's too. One skill away from blodge/wrodge, dodge gives them manoeuvrability and protection, especially early on in leagues.
As other teams develop and get more tackle, their initial advantage decreases, but by then they would have got block, wrestle or fend so would be better themselves.
Because of the dodge reroll, they are worth using as playmakers-they are still AG3 but because of that "free" reroll, I'd attempt things with them I wouldn't with a human/orc/skaven lino.

You have seemingly not allowed a vote for Elf Linos - surely outstanding value at 60,000 for 6347 GA.
In a league of any length, the Beastmen would have to be high performing.
And for sheer entertainment value, how about Rotters...

Rotters are GREAT! Almost perfect infact!
Decay has no ingame effect at all (they are out everytime they get CASd, whether they die or go BH is not a big difference). The rotters got GM access allowing them to build Block, DP, Claw (or two-heads) in a bashy league and Block, DP, Dist presence in an elven league.
The unskilled rotters are a great cheap bench, who sometimes pick MVPs so they can get dirtyplayer when the previous "star rotter" decays away. My rotters also do most of the passing game (with pesties being busy ballcarrying or killing), when my opponent frees the ball or throws it downfield to stop my TD.

Elves and Dwarf "linemen" are I think deliberatly on a different level of quality in order to balance their lack of high strength positionals.
Well, except for the WE, but that probably has something to do with how well they do and why, if someone is going to start calling BB teams cheesy, it'll be the elves first.
I think Pact Mauraders are also more than "linemen". More like every other positional after a while. And to a lesser degree chaos as well, where their "linemen" are supposed to counter only having the player choices.
Given that I'd characterize linemen as a player having only G access on a normal roll, and I suppose rotters.
So Amazons, Thralls, humans, orcs, hobgoblins, skeletons, zombies,Norse, rotters, skaven, thralls, slan
Out of those until you get well along in the league Amazons are the best, and even then if you aren't going up against a lot of tackle they stay better. Again probably to counter the lack of high strength players.
If it's late in the league and there is tackle aplenty Orcs become the best.
