Doesn't the same argument apply to the second +1AG?

No.

There is an order of progression that accompanies how often certain actions are likely to be performed. (you should be making more dodges to open spaces then to 1 TZ, and more 1TZ than 2TZ, etc, etc).

Dodging into 2 TZ is still pretty common for GRs, who pick up the ball and need to get out of trouble with it. 3TZ very rarely happens, and definitely not often enough to pass up other more crucial skills.
