+1 St and Leader. Its gonna be a while before he gets the third skill, but the +1 St is too good to ignore

+1ST should never be turned down!

Leader is not a bad idea, although in the short term it would be even safer to ignore the doubles altogether and just take Block. Although unexciting, your safest option is to take Block and Leader (ignoring +1ST). 15 SPPs (to get to 31) is a long way off for a RO without block. Consider how you intend on applying your Rat Ogre. If you go the RSC route, take PO after block and he'll become a casualty machine. If you're league isn't long enough that you anticipate him getting his 4th skill, then take Claw and just use MB on the injury. If you'd like to use him as a safety, consider Tentacles or Diving Tackle (with Tackle down the road).

IMO, skills that put your Wild Animal on the ground (Diving Tackle and Piling On) are extremely beneficial. If you're ever worried about your RO getting swarmed and abused you can put him on the ground and free up the rest of your team to go and save him.

I took RSC on my first skill for my RO, and regretted it until I got him Block and Piling On as well. I mostly wished I had taken Leader. A RO with Block and Leader can do quite well even on his own. Also, if you play in a league where opponents are allowed to pick-and-choose their opponents (i.e. FUMBBL), don't go the PO/RSC route because few people will want to play you.
