How about...

2 Blitzers - 220k
2 Catchers - 200k
1 Thrower - 70k
6 linemen - 360k
Apothecary - 50k
2 Re-rolls - 100k

That does leave you with only 11 players though. The tricky part of making the roster is working out how to get both the blitzers and catchers in.

That would be a good start, especially for a tournement with resurrection. Can you tell us the basic rules of the tourney?
