Skaven vs Orcs at mini tournament

Potentially going either dwarf or skaven for a mini invitational tournament down south.
Dwarf I have an idea what I'm doing with, skaven less so.
The rules are;
teams are 1.1 million but 40k of that can be spent on 2 normal skills (so basically 1060).
Then after game 2 you get 40k more to spend on normal skills
Then after game 4 you get 60k to spend on anything you want.
No money can be saved between the games. Players can be given up to 2 skills.
Each skill can only be picked on the same positional twice (so 2 dwarf longbeards and 2 dwarf blitzers with guard is fine but 3 longbeards with guard isn't).
The vast amjority of the teams I will be facing are Orc teams, with a human team or two.
Ok, so Nippy has convinced me about the rat ogre and I'm a definite convert, (what he hasn't convinced me about so much is only taking one blitzer).
Rat Ogre seems necessary for cage breaking, he gets stand firm as the first team skill, blitzs a corner of the cage and stands firm next to the ball carrier with his prehensile tail. Then in game 5 he gets either block or diving tackle (prob block) - only issue here is I can't think of a second double skill I'd want in the team so I end up with 1 double and 1 normal skill over 3 normal skills.
Team options are. (Both are 12 rat teams or I could replace a linerat with an apoc?)
Rat Ogre 150 (stand firm then later block)
1 Blitzer 90 (guard)
4 Gutters 320 (block x 2, then either a horns/wrestle/strip?)
Thrower 70
5 linerats 250
3 rerolls 180
1060
Rat Ogre 150 (stand firm then later block)
2 Blitzers 180 (guard)
4 Gutters 320 (2 x block)
Thrower 70 (leader)
4 Linerats 200
2 rerolls 120
20k left over so 1AC 1CL? (Upgrading a linerat to thrower doesn't seem worth it?)
Or if anyone else has got any other bright ideas I'm all ears. All skills are negotiable except for stand firm on the RO (and I guess leader in the second list
