i have 2 skill ups
a double for my black orc with jump up
and a double for my black orc with 1+STR
i have no idea what to do

One will probably want dodge. Perhaps sidestep on the +str guy. Bock gaurd and he's the biggest pain around. All depending on how long this team will be around.

I can tell you from experience that once they have Block, two Sidestep BOBs are really scary. SS/ST5 and SS/Jump Up are both good for combo value, too.

Diving Tackle is a Very Nasty Surprise for your "More Agile" opponents.
(A lot of players have a lot of reasons to flee from a Big Arse orc squad)

I'd ignore the doubles and take Block on both, otherwise they'll take forever to get that 3rd skill and be unreliable in the mean time.

Generally I'll ignore anything but +ST on BOBs until the 3rd skill. Block and Guard are both such good skills on them that doubles aren't needed. Ignore doubles on blackorcs unless the already have block. In that case dodge can be considered (but should probably be ignored)

Like many others, I usually skip early doubles on BOB.
In particular, I think the Jump-Up one cannot delay Block anymore (31 spp is a lot for a BOB without Block or MightyBlow).
That said, in a long, bashy league, I second Dodge for the S5 one: Claw players rarely got Tackle.

My FUMBBL team has a Block/SS BOB who is the #1 difference-maker on the team. But until he had Block, he wasn't so useful.
