hail mary pass sucks unless you design your whole team around it, with a lot of diving catch catchers and such. most ppl just stay away from it completely.
dump off is generally only good if you have nerves of steel, and a catcher with nerves of steel, otherwise they'll just surround you with tz's before they blitz you, nothing you can do.
that leaves safe throw as far as passing skills go, which is good if you pass over opponents at all. interceptions are uncommon, but when they do happen they can royally screw you, making safe throw worth the time/effort.
but as someone else mentioned, don't shoehorn yourself into passing skills only. block is always nice, pro can be good on a human thrower for things like dodging and so on, etc. another option is to give him kick, so that you have a guy who is good for defense and can still be there to capitalize on your opponent's screwups.

Unless i roll a double i always take block as the second skill on a human thrower.
why?
Because usually at this point many teams have block on their players and if they decide to take out my throwers it will be harder for them if i have block.
If you don´t want block then i would have chosen safe throw.

The only time I take HMP is with a dwarf runner and I use it as a defensive tool if the game is going really bad. Pop the ball out, pick it up and hurl it waaaaay downfield.
Dump off is only decent with AGI4, unless you don't expect to be accurate ever. Reason being is if you are being blocked, chances are you are in at least one tackle zone, maybe more, and those increase the chance of a fumble.
Safe throw is the best of the three, because you will use it more often than the other skills.

But that's the beauty of Dump Off. Sure its much better with NoS than without butwesleytj wrote:dump off is generally only good if you have nerves of steel, and a catcher with nerves of steel, otherwise they'll just surround you with tz's before they blitz you, nothing you can do.
either you opponent uses all his spare players to make in very unlikely to pull off - in which case he's less likely to be able to exploit knocking the ball loose.
or he makes the blitz as normal, in which case you've got a chance of retaining possession.
