Ok my Skaven Thrower, is now eligible for a new skill (his second). He's in a Chaos Pact Team >:' ) So far He's got Pass, Surehands, and Accurate. Should I give him Safe Throw or Block as a safety measure? Or Something Else?

I would retire him and hire a gutterrunner, but apart from that....
block is good...
you could also use him as your main scorer, let him run from your cage, with surefeet. movement 9 is pretty good...
tackle is good if you use him to mark those WE-catchers, or gutterrunners.

The choice isn't between a gutter runner and a thrower, but between a thrower and a lineman, since every skaven coach in his right mind already has four gutter runners.

Just to join the chorus: Block
(unless your regular opponents are lots of Elves with Catch and Pass Block, in which case: Safe Throw)

Echoing what everyone else has said block - butI'd retire him and get a GR instead.
Either get an orc thrower or just use the GR to get, and run with, the ball.
I had alot of success with the latter on my C Pact team.
