Thinking about this for GGIII :D (some of you may recgonise the basic idea from somewhere else ;) )

Rosters:

1,250,000 to start (TR125)

(player upgrades)
Skill: 20,000
'double': 30,000
+1MA: 30,000
+1AV: 30,000
+1AG: 40,000
+1ST: 50,000

Maximum of one upgrade per player
Maximum of two of the same skills per team (example, no more than two guards on a dwarf team)
Maximum of one of the same double per team
Maximum of one of each stat upgrade per team

Points:
Win: 10
Draw: 5
Lose: 0

Bonus Points (+4 maximum)
Casualty: +1 (maximum of +3)
Touchdown +1 (maximum of +3)

I like the idea of buying skills for some money but I would avoid the stat increases.

Also the costs for skills are also a little bit low.
I would say 50k for a normal skill and 80k for a double.
