It's because your a "new" poster (in terms of no of posts, not length of time). Once you got the 'established' threshold (and I honestly have no idea what that is) then the signature option becomes available.

Seems to be a default anti-spam system in php.

Yep, looks like i'm not a registered user ... maybe because of the confirmation mail i never have received ... or not, don't remember...

Registered user is nothing to do with the automated email.
