Experimental Rules

What are Experiemental Rules? Who decides on them? Why are they any different to House Rules?
I ask because there seems to be a clear division on TBB between those who like fluff and want to create rules that make things more storyline driven and those who like competition and want to create rules that even the playing field. Why are rules developed for both camps? Could the experimental rules be turned into official house rules but with a set for the fluffers and a set for the levellers?
An example is the kick-off debate. Some people want to restrict Pitch Invasion and Riot and things like that to make it all more even. Fine, let there be an official house rule for them which makes the table less impactful. Some people are advocating a d66 table with greater fluff so let there be an official house rule type table for that.
Balance is an issue so the experiemental rules for the fluff should balance with other experimental fluff rules while leveller rules could balance with other leveller rules. The two don't balance each other and I would like to see them offered as separate options.
