Yet another Skaven team roster question

So Im putting together my skaven team for a new league. I have a question concerning my roster.
My team is currently
3 GutterRunner
1 Thrower
5 Lineman
2 Storm Vermin
2 - RR
9 - FF
1 - Apoth
I want to remove the apoth and 1 storm vermin and replace with a RatOgre and +1 FF for a total (10 FF). I think the RatOgre is a better tough guy than the SV and I can buy an Apoth (hopefully after the first game) I also want to get the RO in the first game so he can start building up SP's.
Potential team????
3 - GR
1 - Thrower
5 - Lineman
1 - SV
1 - RO
2 - RR
10 - FF
another option is to drop my FF to 4 and give myself 3 RR

put it this way i believe you cant buy more than 9 FF could be wrong but that might answer your question

I am using the 2002 handbook and I couldn't find any rule limiting the amount of FF you could purchase for new teams. Is this a newer rule??
Despite that, I changed my team roster to the following:
4 -Gutterrunners
1 -Thrower
4 Lineman
1 Storm Vermin
1 Rat Ogre
2 Rerolls
7 FanFactor
Does this seem solid to you more experienced players?
Here is my dilemma. Do I drop FF to 2 and get an Apothecary?
4 -Gutterrunners

1 Storm Vermin
1 Rat Ogre
2 Rerolls
2 FanFactor
1 Apothecary
or Drop FF to 1 and get another RR?
4 -Gutterrunners

or Drop a Lineman and FF to 3, to purchase another Storm Vermin?

Any advice? My heart is set on keeping the RatOgre. Ive read a lot of debate on teams starting with him or not, ive decided to start with him despite the warnings.
Ahhh.. Decisions decisions...

No, it's a original rule.
Can't give yo a page number (as I'm goni from the LRB 3.0), but it should be on the first page of the "Extra Rules", "Creating A Blood Bowl Team", subheading "Team Re-Rolls and Fan Factors" - "Your team must have a fan factor of at least 1 and may not start with a Fan Factor greater than 9".
As for advise on the roster - how long is your league expected to be?

Thanks for the awesome thread link! That helped a lot. I checked my 2002 handbook and couldnt find the quote, must be me! Judging by everyones starting roster, 9 is the max. Thanks for the info.
Our league looks to be a short one with around 8 teams, in answer to your question.

TEAM RE-ROLLS AND FAN FACTOR
...
Your team’s fan factor represents how popular the team is, and
can have important effects on the results you roll on the Kick-Off
Table. Each fan factor costs 10,000 gold pieces, so a fan factor
of 3 would cost 30,000 gp, for example. Your team must have a
fan factor of at least 1 and may not start with a fan factor greater
than 9.

No, it's a original rule.
To be fair to the OP, that rule was missing from a (probably his) previous version of the LRB.

Id drop the ogre completly i think one should buy it like the 14th player
when u got all runners and vermins
