Can I decide to blitz after I roll the dice?

Hi,
Me and some friends have just started a league and are first time players.
I think we have a good grasp of the rules, but there's a couple details that are "discussed" (argued).
The main question is when you have to decide what the action is.
2 scenarios:
1. Can I roll my block dice, see the result, then decide if I'm blitzing? (If I punch a hole, I'll use it, but not if it never gets punched in the first place.)
2. If the ball is loose and I run a guy to it and pick it up, can I decide then whether I want to pass or handoff, or do I have to have all that decided in advance? It seems it doesn't really matter either way.
I can't see anything wrong with #2 allowed, but we're divided on #1.
