failed catch question

A receiver who has not yet moved this team turn fails to catch a pass. The ball scatters around a bit, then is caught by one of his team-mates, so the turnover is avoided. Is the guy who failed to catch the ball still permitted to take an action, or does the failed catch attempt count as his action for the turn? (after all, he has been 'activated' to some degree by making a catch roll.)
