#1. Can a player that is holding the ball still do blitz and block?
#2. If your team has 16 players. 11 are on the field. Do the other 5 go into reserves?

#1: Yes!
#2: If they were not injured or KOed in an earlier drive, you put them into the Reserves.

1. Yes, and no one should ever tell you that you can't
2. Yes at the begining of the game any extra players (more than 11) are placed in the reserves box and a player of your choice is only withdrawn from the reserves at the start of a new drive. They do not have to be taken in numerical order.

he can also FOUL!!! (If he is caught it is a turn over and he will drop the ball)

And there is no armour modifier for using a spiky ball. unfortunately.
