Rules ! Which version ?

Hello,
Haven't played in a while, just want to ask if there is a standard rule set that tournaments are using ? Is it LRB 6 ? And if so is that the Compition rule book that GW had on their old site ?
If not where can I find the latest updates/FAQs ? (Links please)
