Arriving at points costs

Does anybody know the formula used for deciding a players final cost? Is it an arbitrary figure or is there some logic to it? I'd really like to know 'cause it means I can stat up that genestealer team I've been considering

A few words of warning. Some additional rules govenring this have been discovered through playtesting along the way. Players with 4 or more strength should not start with block, for example. I'm not sure if there is a codified list of those guidelines, but Galak could probably tell you if one exists.
