Does this limit the star players you can choose as well?
Eg if I take necromantic with 2 wraiths (2 x block), add block to 2 ghouls (2 x block), does that mean I can’t take a star player with block, such as the count, or are they separate?

A star player isn't a skill, so not this does not limit star player choice.

But the skills your star player brings to the team may limit the skills you can add from the skills pack. E.g. if you add Zug to your OWA roster he would be your 4th Block, so you could not add any further Block.
