Where is that from?
They seem to be only loosely based on the official tiers and don’t bear much relation to NAF stats as Lizardmen and Skaven are more successful than Dwarfs, Orcs and Chaos Dwarfs in those.

I really don't think Khemri and necro should be considered tier 2 at that TV, whilst High Elves and Humans should be 2. Khemri suck at all levels and Necros are so expensive you either have to sacrifice positionals, re-rolls or gfo with 11 players even at 110. I don’t think Chaos Pact are all that great either as they suffer from a lack of starting skills just like the other 2 chaos teams, they do have the advantage of being a bit cheaper than the other 2 chaos teams.

Low TV is one of the few times humans are competitive too since they are nice and cheap and have so many skill re-rolls. High elves are slightly worse than Dark Elves but I'd still put them in the same tier as the difference is minimal.
