2nd ARBBL?

Ok, this is going to be part discussion, part wish-list, part "is it worth it".
With the demise of Spiky, there seems to be a gap in the calender (in the south at least), so I'm considering running a 2nd tournament in late October (maybe early Nov, depends on rotas and things).
Question 1: Is there a need for such a tournament?
If I did run it I'd like it to be different from the ARBBL, rather than just a "part 2" (been there, done that), and I'd also like it to be a tourney that rewards overall skill, rather than just being about a "one-race specialist".
So the (basic) suggestion is this:
All the races are put into Tiers: (the following are just examples)
Tier 1: Amazon, Drawf, Wood Elf etc
Tier 2: Khemri, Human, Pro Elf etc
Tier 3: Vampire, Underworld, Chaos
Tier 4: Halfling, Gobli, Ogre, (other stunty cup legal teams)
Each coach would get 5+ "tier points" to spend on the races they'd play, but they'd have to play a different race each day. So I might decide to play Human(2) and Underworld(3), moodygit might decide to play Amazon(1) and Goblin(4), and BigBelcher (being a masochist) decides to play Halflings(4) and Ogres(4).
There would be no "bonus" skills for the lower tiers, and each day's roster would get 5 extra skills to start with, no more, no less. TV120, cards and all inducements allowed (no wizards).
Question 2: Would anyone be interested in a tournament like this?
(Question 2a: Is there already a tournament like this that I've missed?)
Champion would be the player with most points, most TD and Cas would be given combined on races etc. So for example, you might win 3 games taking Skaven, but if you suck with Ogres, you'll not be in the running for champion.
Downsides: if I understand NAF policy correctly, it would have to be listed as two separate one-day tournaments.
Knowing there would be Stunty teams about, makes Dwarfs/CDs overly attractive (partially off-set by not knowing what day they'd be playing)?
Ranking for day 1 to day 2 still Swiss?
Or do I just forget doing something different, and run a normal tournament.
