Probably a dumb question but I’ve seen some tournament discussions that seem to imply skills costs count towards TV. Is that something that would be stated in the rules pack for each tournament or am I misunderstanding?

Some events use a gold allowance for skills, those would counter for TV. Some just give an amount of skills.
It's really down to the TO and worth asking questions of them direct

In theory any event that has differing amount of skills (say between tiers) should count it towards the TV as the NAF ranking formula would take that into account.
In practise, I don't think many, if any, event has since the NAF began (I know I didn't!)
