Soon I'll be starting a team of Madboyz and they have these plastic, add-on arms. Basic question: prime and paint arms, then attach; or attach, prime and paint whole mini?

Attach, prime, and then paint.
Most bonding agents stick more to the surface they are in contact with. So when bonding the joint you want the agent to be attaching plastic to plastic or plastic to metal ... not paint to paint (which is not as solid a bond).

Unless the pose would make it hard to paint with the hand attached. The it might be better to pin the arm, but only attach it after finishing painting.

If you want to paint then glue it's agood idea to sand off the paint so you can get a good bond as Galak mentioned above. It's really a matter of personal preference as long as you take a litle care when putting them together. I've done it both ways and never had a problem.
