Added a layer of GW water effect (first time I'd used this stuff).
Added a streak of GW turquoise glaze (OOP I think) where I intended the ice to show through.
More water effect.
Mixed water effect and GW snow static grass stuff (also first time I'd used this stuff, and it is the most irritating-to-the-skin stuff I've ever handled) to make a paste and spread in uneven clumps over the glazed streak to make a more icy effect. (Below a certain concentration the snow stuff goes fairly transparent once the water effect dries; above that concentration it becomes increasingly visibly white.)
Glued static snow stuff on with PVA. Didn't like the look.
Mixed it with some PVA and tried again. Was better, but more like slushy snow than the powdery snow look I was after.
Tried super glue. Came out more prickly. Still wasn't happy (too much like white grass), but I left it at that. Next time I think I'll go with the mixed with PVA method.
Added a bit more water effect to smooth the snow/ice interface.

I used a white paint/pva glue mix to fix my snow. I still have a tub of the stuff but I haven't gotten round to painting any of my norse team. Maybe I should finish the Impact Snow Troll before the 30th... Hmm...
