I like the idea, but this is a big stumbling block IMO. Some skills are only "power" skills on certain players. Under my (hijacked) proposal, a hobgoblin would pay the same for guard in the new rules (30k) as he does right now. Actually, he'd pay the same as the Black Orc Blocker... which would be OK because it is a doubles roll.
And hobgoblins are pretty good with guard. For whatever reason, a friend of ours entered a tournament with all hobgoblins, no Chaos Dwarves. Man, guard would have been extremely valueable on those hobbos!
