Burrow - players with this ability can burrow into the ground. Burrowing is an action that occurs at the end of a player's movement. Replace the player with a "Burrowed" token. Burrowed tokens still exert a tackle zone but are otherwise immune to any effects. Apart from exerting tackle zones they cannot affect players on the pitch. Unburrowing costs 3 MA.
This means you could set up a number of burrowed players to have immobile, invulnerable tackle zones.

Especially Chaos Pact would love to play against this team. Just Burrow one player adjacent to all of the three big guys, with luck only one burrow is needed. Or halflings for that mattter, or orcs, or undead, or...

This would be over-powered even without the tackle zone 
So...
Obviously it should be illegal to burrow while holding the ball.
Borrowing or unborrowing should cost your entire movement.
Complete safety for a potential receiving threat from one skill? Maybe there should be a risk of a cave-in or something, like a GFI each square.

MBBL2 has a team I created called the Wee Folk ... they have a player type called a Burrower.

Definitely doesn't work like this.
The abilty to tie up players without being able to be removed would be way too strong vs Bash teams which don't have the mobility to get away.
You'd need at a minimum for a player to be able to stomp the hole and try for a cave in on the player.
So something similar to watch was done with the Dig skill for the Burrower in the MBBL2.
Something like added to the Burrow skill like:
A player may in place of a block make an ST roll against a burrowed player. Roll a D6 with a +1 modifier
for each opposing tackle zone on the player making the ST roll other than the victim's. If the modified D6 roll is less than the player's ST than the burrowed player suffers an immediate injury roll.
That would work for me.

If the player is fouled, the opponent may take no friendly assists, and the player may call for his opponent to re-roll the injury roll (any modifiers still apply).
