With any game, you can throw the rules out the window and just do what you want with it. That's the way I enjoy BB or any RPGs.
I would add that if someone was to create their own game, they'd probably have to be able to write in a recognised language. 1337 doesn't fit well with the kind of person that plays BB as they tend not to be 12.

What does 1337 mean anyway? I seem to stumble over it here and there and it probably has something to do with replacing letters by number "coz itz cool" ...
But does it actually MEAN something?

1337 is leet which is short-hand for elite. It is a way for internet kids to show off to each other and evolved from them not being able to type words fully. Text messaging (SMS) has made it more mainstream.
It is very irritating as written language needs punctuation and 1337 doesn't provide that.

In a vaguely related note, I got into BB by running a one-night RPG game based loosely off of memories from ancient issues of White Dwarf. The result (Hero system in case your're curious) was pretty fun and that got me searching and that's how I found FUMBBL and ended up getting a copy of the boardgame.
It's pretty easy to take a concept like BB and make your own rules for it. Look at Phil's ElfBowl for an example.
Of course, making those rules fair is really the tough part - if you're even concerned about doing so. Unfair rules can still be fun, with the right opponent/drinking partner.

The best place to start is the basics. It's a fantasy game with lots of fantasy races, but it's always best to start with the good ole humans. Figure out how they function in the game helps get the core rules of the game. Once you can run humans in the game smoothly and entertainingly, then you can start figuring out how other races might work into the game.
After that comes skill/feats/traits, and how advancement works. In case you haven't noticed, game design is a hobby of mine
