I know this will seem minor point, but the one thing that I don't like about the new rule is that it would prohibit you from using Diving Catch on Dump Off passes. Its minor I know, but a little irksome to me mentally.
I'm still kicking it around in my head to see what I think. My problem is that we had a coach of a Lizardman team in my league with 2 Diving Catch Skinks and one that learned Pass on doubles. I saw Diving Catch work many times VERY well on that team.

I didn't think about this. The wording could be changed to: "This skill can only be used in the opponents turn if the player was targeted by a pass." The "targeted" part would help to keep the combo with dump off from being too powerful. So the dumpoff can not target an empty square next to a catcher in lotsa TZ, and have him making an easy dodge out before the catch and effectively increase the dumpoff range by one square.
