Could someone clarify the NAF/Khorne position?

Hi all,
could someone clarify the NAFs position on Khorne?
I've read the statement, but some questions remain:

The Khorne roster is not sanctioned. So games against them are not registered, and their race-data are not tracked. Right?
But on the other hand it is stipulated that tournament organizers can still ask to have house rules OK'd.
Does that include house rule rosters? I.e., could we use a gnome roster, and get the tournament sanctioned (but not get the gnome games counted, obviously)?
And the obvious follow up question is: Could a tournament using Khorne as a house rule still be sanctioned?
And if no, then how about the remarkably similar Bhorne roster

Some have requested more clarity regarding whether Khorne could be included as an unranked race within a ranked tournament. As stated, at this time we would prefer not to confuse our wider membership with the widespread use of any unofficial and unfamiliar rosters, including Khorne.

However should a TO still be keen to request unranked Khorne matches within a ranked tournament, in accordance with our Tournament Approval Document, the tournament would nonetheless still be eligible for approval. Any such tournament would need to be explicit about their intentions in this regard at the point of submission, for the information of the approver and NAF members who may attend.
