First part is easy: Once per game, Bilerot may use the Projectile Vomit Special Action.
As Bilerot doesn't have Projectile Vomit he can still use that trait once in a game.
Second part: This may still be used even if Bilerot has already performed a Block action this turn.
If Bilerot has already performed Move action, Pass action, Hand-off action or Foul action then he cannot perform Projectile Vomit in this turn.
If Bilerot has performed Blitz action can he then perform Projectile Vomit Special Action? Is Blitz action resolved entirely (i.e. moving after block) until Projectile Vomit happens?
The target of Projectile Vomit doesn't need to be the same than Block action.
Bilerot can't first vomit and then block.
Vomit must not need to be declared before activation of Bilerot.
