So I would say prone player with MA2 can choose one:Whenever a player performs any action that includes movement, they may attempt to gain an extra one or two squares of Movement Allowance.
These extra squares of Movement Allowance may be used to move, to perform a Block action as part of a Blitz action, to Jump over a Prone or Stunned player and so on, just as if they were normal movement
- 4+, and failing=Action fails. (Timmm-ber-trait helps only in this case)
- 2+, and failing=Turnover+Injury-roll.
Pro and Surefeet -skills can be used on the latter case.
And what happens if Treeman has Taken Root and then fails Rushing? Failing Rush causes Falling Over, but Take Root lasts "until they are Knocked Down or Placed Prone".

Maybe MA1 player is treated like Jumping with two Rushes: if first Rush fails the player was not yet standing (and skills not yet in use), but if the second Rush fails then skills can be used?
