can you use "hypnotic gaze" during a pass block action? (i.e.; when a pass is anounced, can you move to the intented catcher, and hypnotize him, meaning he won't be able to try to catch the ball?)

The hypnotic gaze discription does say it can be used at the end of any move action. The pass block description says it's a normal move action apart from being out of sequence and the number of squares you can move. So I guess the answer is: yes, you can.
Pass Block is a move ... NOT a Move Action. If it was an action ... players could Jump Up at the start of it ... would need to roll for Bone-head or Blood Lust (they don't). Its a move ... but not a Move Action.
