Correct ... Juggernaut's use is optional. If used on a Both Down result then Frenzy would kick in. If you take the Both Down with Juggernaut ... no Frenzy.

I've been out of Blood Bowl for a long long time, in fact the last time I was playing it, was in the 1995 computer game. With that said, back then in the computer game, it seems as if you had frenzy, you kept blocking and blocking and blocking until you ran out of movement, or someone fell over. Do you still have to keep pushing until someone falls over? Or is Frenzy limited to one additional block?
Currently an ex-Blood Bowl coach, most likely to be found dying to Armoured Skeletons in the frozen ruins of Felstad, or bleeding into the arena sands of Rome or burning rubber for Mars' entertainment.
