Yes they are, your roster is showing as illegal as your star starts game 1 with two skills not 4, games a third for game 2 and a forth (becomes a star) for game 3.

Ah thank you ! I assumed we had to add them all at roster creation stage rather than in between rounds. Fixing it now

Yes there will be different skills left over depending on what you chose and what tier. It was a touch too complicated (to do at speed) without having a multitude of options to create bespoke skill packs. The star option just through in too many choices especially for lower tiers.
