Even if this statement should hold - which its doesnt by definition, becauce the guys who makes the rules says it doesnt - you dont have a case.

Your argument build on at least thise two premises:

1) the one mentioned above
2) that pro is allowed to be used on any dice that the player with the skill rolls on a kick off

Lets assume for arguments sake, that premis 1 holds. Then you argument still fails, because premis 2 is false. Pro is only allowed to be used in a turn or on a catch roll after the ball has landed - look up the exeption again please, its 100 % clear that it only applies to catch rolls.

Wether the rules could be clearer is another matter.

anyone out there find the page/section of LRB 5++ (lrb almost 6) rules that says you cannot use a team re-roll (or pro) to re-roll a scatter
Also, if anyone could point me to a section which says that you cannot use a team reroll in your D&D game... :P

I'm being ironic there, but I think bloodbowl is not a list of what-you-cannot-do. It's a general setting, and a list of what-you-can-do. But the what-you-can-do does not change the general setting, unless specified. Combination from 2 or 3 paragraphs to change the general setting seems munchkin and wrong to me...

Exactly. If the Blood Bowl rules do not specify that something can be done, then it cannot be done.

Simple solution to close this and other similar loopholes with rerolls and just flatly state in the rulebook that scatter rolls (both kicking and passing) are among the non-rerollable things in the game, along with armor checks and the injury table. This would end the discussion on a number of touchy rules discussions.
