Basing/ Varnishing

Finally getting around to basing the Dwarves I took to Pearly Kings & Queens, and have a query.

I am basing with paint --> sand and PVA ---> inked and drybrushed brown ---> patches of static grass.

This is the first time I have used static grass, I used to just paint and sand, then varnish over the painted sand to stop bits coming off.

Am I correct in presuming that Static Grass should go on after the varnish, as a final touch, and that it will slowly come off over the years and need re-applying?
