Well its alot harder to hit a player lying low ont he ground with an horizontal Lightning.
Same goes that people on the ground already get hit less by the fireball explosion (maybe except the poor target directly in the field of the explosion)
But hey
who cares 
It is a great TD stopper or interrupter not a "get him while he is down" trick
