If you throw to an empty square, and the pass is accurate, is it a turover?

Not immediatly. It would bounce and if it then ends up in the hands of one of your players, you would not suffer a TO!
Look at page 8 of the LRB Turnovers point 3. "THe ball is passed and not caught by a player from the moving team"
If it bounces to an empty square, yep TO!!

Any pass is only a turnover if its a fumble or results in a loss of possession. In some cases you could pass to an empty square and have the ball end up in the hands of one of your players - in which case it is not a turn over.
