It has always seemed strange to me that a Rookie team can start with a FF 9, the same level that most of the teams in our league tend to fluctuate around, surely a team must work to build this level of devotion.
So i've been batting this idea around, why not have all teams start with a FF 1?
First a disclaimer: there is no real need for this rule, so it's not going to satisfy the 'no changes' brigade, but while we are discussing large scale rules changes and adjustments to the winnings table (BBB) I thought i'd throw it in.
The Idea:
All teams start with a FF of 1 (paid for as normal)
FF table is adjusted to provide an increasing trend up to say 5 or 10 (depending on preference)
FF table also provides modifiers for teams playing higher much higher rated teams to mitigate unfair loss of FF
Winnings table is adjusted heavily at the low end to provide a reasonable income for rookie teams who have a low FF
As teams grow FF also grows so the winnings table needs to drop off more sharply than before.
The intended effects:
That the increasing trend up to a FF point allows a growth of the team up to a certain level. To get FF increases after this level becomes harder so only the best teams get the higher income that allows them to become legends.
Allows new teams to benefit from the higher gate generated by playing a larger team and reduces income for high end teams playing rookies.
Could allow easier recovery for teams that have been heavily mauled, as lower TR will lead to higher income than under the current rules at the higher FF levels.
Feels a bit more fluffy as teams have to earn their fans.
Possible problems:
May present problems for Veteran teams playing rookies if the Negative winnings rules are introduced.
Winnings table may be hard to balance.
Creates an additional 80k of cash at team creation now that it cannot be used for FF.

Thats kind of my point, as I see it every experienced coach starts with 9 (maybe 8 sometimes) FF.
I know the winnings table would need reworking so that coaches could afford players, I was envisaging similar levels of income to now.
Which begs the question why bother
... well it just seems to me more right that teams should actually have to work their FF up a little rather than just fluctuating around 9.
