Not everyone does, but when played right it is the most effective tactic I have seen used against me. With the pass blocking leaping threat positioning becomes really important, for both teams. The problem for a team that wants to score fast is that he needs to move the ball back to his endzone to stay out of blitz range. Then he needs to be able to pass either in his half and hand-off in mine or vice versa. If he only has the option to pass in either one of the halves, it is to easy for me to position my pass blockers in the most effective place. This means he needs to spread out his players (ball carier way close to his endzone, receivers deep into my half, 'way-stations' at various positions in between). A spread out play is better for WE, as my higher movement gives me an edge. And I get hit less / can dodge easier, etc.
If he makes a mistake somewhere in his first turn it can go really bad. if a way station is vurnurable to be blitzed or swamped I still might be able to dictate where the pass is going to occur and position pass blockers accordingly.
So to counter passblocking without resolving to cage he needs to plan his play carefully, and most likely in a different way he does normally. So he is prone to make a few mistakes. On the other hand, for me positioning is also important. But because I am dictating this play I also have more experience with it.
