Bleached Bone and Red sounds good to me. I'd rather steer away from red and green, not because its christmassy but rather because its the Scramblers colours from the boxed set. I'd hate for such a unique team to become so cliche. Anyways, I'm not too worried about what kind of model I do. A Linemans fine with me, as long as I get number 73 I'm happy.

I think if you want to keep the light blue scheme, a darker color should be used for the opposite. Maybe a "west coast" green? With a touch of white.

as most people cant paint skaven fur very well i would say a dark kit will make a better composition. A black and white kit would give scope for fur of any colour/shade and look cool 
I would say either A) black and white
B) copper and black (very moody)
C) silver/green/blue ( classic contrast to fur)
D) red/yellow (harmony with earth tones)
Yeah moe i think black and white would be great. Amazing if you got the skills, and easy if you cant paint to save your life...

OK, Here's my 2 cents...
The key to picking a good scheme for the current skaven roster is the gutter runners. One has to really consider the cape color in regards to any scheme chosen. Blue is allright
but black, red, or purple is usually better
. Bone, white or yellow would be a good contrast for any of those 3 "cape" colors. So my vote would be for red and bone.

Oh I also dislike the cloaks, but "generally" skaven players are "stuck" with that fig/style/fluff. Now I am FAR from a stickler about "fluff" things and would rather that skaven simply have "catchers" like 2nd. ed, but then there should be a consensus to paint "catcher" figs and not "cloaked" gutter runners. Good Luck getting that poll worked out.
Not everyone dislikes or wants to diverge too much from the established figs or has the $$ or skills to buy/convert the figs.
