For one team, I went to the sewing supplies store and picked up a piece of foam for making chair cushions for $1.00. Then I went to the dollar store and picked up a small toolbox for $1.00. Then I cut the foam and put it inside the toolbox, making little hollows in each layer to rest the figs in.
Total cost: $2. Fits 16 "regular" figs, 2 Bull Centaurs and 1 Mino in three layers.
If you're looking for a budget solution, I think you could "scale up" to larger plastic toolboxes at your local hardware store.
