OKay, so I've read Narkotic's guide to Skaven and I've been playing Skaven for a while as well, but I'm wondering if on this team http://fumbbl.com/FUMBBL.php?page=team&team_id=186883 if I should go with a Rat Ogre now or wait on that now. And buy a 3rd gutter runner and another line rat first?
I'm getting killed by hitting teams and I think a Rat Ogre would help with that, but I'm not sure anymore with how they changed Wild Animal and such since I last played Skaven..

I'm biased here, since I like to start with RO, so I'd say get one. Point is that with Frenzy + no Block, he can be a TO machine against teams with plenty of block, hence getting him as early as possible, go try and get in SPPs, and hope for double. WA currently is 2+ rolls for Block or Blitz, 4+ for anything else, so RO isn't going to be running around a lot, barring Blitz action.
From your roster I'd say you have a pair of hitters (for Skaven team), RO adds muscle. Prehensile tail is a nice bonus, adding that extra 1 to dodge rolls, can make a difference. Bad thing is his AV8, so he tends to leave the field rather early at times. But again, since you're playing Skaven, not news to you
.
I've tended to do well against hitting teams, but only because Skaven can score and score fast, seizing any opportunity of loose balls and converting. There have been occasions where I've out-hacked them (ah, fond memories of 4-1 CAS against Dwarves, with RO no block, getting 3 in a game).
