your line up means they can have sure hands, pass and catch - with NOS to remember and big hand, so they already have a few re-roll skills with extras the of NOS and big hand. because of this, id make the re-rolls 70,000.

though tis a good idea, BB overall rather fits into WH fantasy than 40k. in WHF the battles have rather a skirmish-like character. there's an orcish invasion, the empire defends itself, period. chaos appears somewhere, the bretonians eliminate the thread, period. there's always a lot of tension, but not a never-ending war.
in 40k things are different. i'll try to adapt the examples above into 40k:
an imperial planet is attacked by orcs, overrun, the orcs are pushed back by the aid of the space marines. the orcs will run for the planet until they are eradicated, and an overall destruction is imminent, there might never be life on that planet again. the chaos might have planets vanishing into the warp etc.
i couldnt think of 40k space marines fighting in a "peaceful BB match" vs. some rotten chaos folks. nor would necrons be peaceful (or intelligent) enough to play BB properly - they'd just always rip their enemys heads off!
though my comments are devastating
, you should keep up the work. rules are made to be bent and broken, so jsut go on... 
marines -> vampires: the vampires have a random possibility to diminish your team, while the marines just might stay away with "Off To War". so the vampires are horribly dangerous to your very own team, while space marines just have "random disappearances". while a vampire may slap 5 enemies, he might as well slap 5 mates in the same game. a space marine might get rid of 5 foes - or he just wont, coz he was at war.
