well, as the rule tells, the halfling (or the player who owns the chef) gets a re-roll for every 4+ out of 3 dice he rolls.

further down the rule says that "in addition the opposing team is so distracted by the fantastic cooking smells emanating from their opponent’s dug-out that they lose a Team Re-roll (but only if they have any left to lose)"...

does that mean that for every 4+ a re-roll is lost or just one overall, if the chef "cooks one or more re-rolls"?

One re-roll is gained no matter what ... and one re-roll is lost (if the opponent has any left) for each 4+ rolled.
