I have always wondered why this is.
The roll to attempt an interception is made after the opposing team has declared the pass, but before he rolls.
The part I don't understand is why it is not attempted AFTER the pass has been made.
Theoretically, you could intercept a pass that would have most likely been fumbled. Giving you worse field position with the ball, than if he had dropped it.

It's a game mechanic to ensure that there are more interceptions happening as when you would proceed realistically and roll for it after the pass roll. Furthermore it reduces the pass sequence a bit as the whole action could be over after the opponent successfully intercepts.
It's against common sense but it was done to put a bit more weight into interceptions
