LRB 4 league
Greetings,
Using a league packet made over the last 10 years, we are trying to get a league going in our GW store in St. Louis, MO, USA. Even though the rulebook has most of these, due to problems (cheating, rule lawyers, etc) some specific issues needed to be included. Please review. All comments are welcomed. Keep in mind, this is ONLY LRB 4 and will not be upgraded to LRB 5.

Games Workshop – STL Mills Mall
The Games Workshop located at the St. Louis Mills Mall has granted us permission to play our games in their store. This is a privilege, and not a right. Therefore, all store rules must be observed at all times (to include, but is not limited to Food/Drink restrictions, language, etc.). Any *** league member who violates store rules or policy can be expunged from the *** League without warning and refund of their league donation. In addition the store has reserved the right to end our league at anytime and for any reason. Games Workshop employees will not make any game ruling or have any impact in the rule structure of this league.
Disclaimer: The **** League and Games Workshop are not affiliated in any way. Games Workshop will not be held responsible for anyone’s belongings or individual actions at any time.
Donations
There will be a one time, non-refundable, donation of $$$$$ in order to play in the **** league. This donation will be used for paper products, printing fees, and the remaining donations will be applied towards League prizes. All donations, expenses, and receipts will be available for public viewing.

One rule I would delete is rule 6 (All skills declared prior to roll). This greatly reduces the usefulness of these skills. Also, you say ALL skill use, so this should also include Dodge. And having to declare Dodge use before rolling means this skill is totally useless.
Just go with the official rules on this one and allow skill use after the roll.

3. Pass actions do not have to be declared until the ball is to be thrown.
If i played elves or a team with TTM(orcs) in that league i would find many ways to abuse this rule.
If i played any other race i would still abuse it allthough not as often (maybe just out of principle
)
Regarding miniatures i would like the following addition:
The miniatures used must clearly display each players position

declaring the skills... we had this due to the previous changes in might blow, i.e. it is either on armor or injury. It can only be used on one, so if they want it to break armour and a player rolls a 9 to break a 8 good, but if someone rolls an 8 to tie, they can't just decide to use the +1 for the armor. therefore the skill would have to be declared for either armour only or injury only for each knock down.
passing, if someone wants to pick up the ball, good, but then if they move and decided not to throw it, then that's should be their option. Also, if a player with the ball moves he could then throw the ball at any time during his movement vs. saying "#13 is going to pass to #4" then moving into pass range. If player #13 need to stretch twice to get to his throwing postion and fails once, but uses a reroll and passes, a coach may rethink making the second stretch. Also, if the ball carrier has the ball and fails a dodge (without the skill) a reroll could be used, but if the coach was planning on using the reroll on the pass if it failed, the coach may no longer wish to make the pass.

Roll armour, apply mighty blow if needed, roll injury if allowed, apply mighty blow if still available.
Passing:
The LRB states the following:
You do not have to pass the ball or a team-mate if you have declared a passing action, you may choose not to pass at all.
You do not have to declare the target and passing position of a pass when declaring a pass action.
LRB sequence of passing action:
Declare passing action, move as much as you like and is able to, choose target, pass the ball (or team-mate).

Why do you think they can't (or shouldn't?) be able to use Mighty Blow to break armor when they only tie in their roll? It is explicitly allowed in the rules and is best played that way. As aslup already mentioned. You can decide not to pass even though you declared a Pass action. And you don't have to declare the target of your pass until you actually throw.
