Interception in LRB 5

Interception in LRB 5
Hello,
I was reading the LRB 5 and I read this special rule about interception. I just want to be sure that I am correct.
It states that you have to declare before throwing the ball that one of your players is going to try to intercept.
Does this mean :
1. That I just have to announce this before the throw and that I roll the dice as the throw has left the thrower
or
2. That I have to throw the dice for the interception before the thrower has thrown any dice for the throw. (So, in this case I could intercept a throw that would have fumbled) When I read the LRB 5 I would think they mean this but I think it is a strange rule then.

GalakDesigner's Note: Many coaches argue over the realism of rolling to intercept before rolling to pass. Like many rules in Blood Bowl it is an abstraction to make the game work better. Think instead of the interception/passing rolls as a complete series of rolls to determine the outcome of a pass rather than sequential steps.

Statistically this means more interceptions and less fumbles. I guess the reasoning for this comes from wanting more ints as they have more influence on play.

I did with a Mino and he just stood around roaring for 5 turns not moving tthe 3 squares he had to go to score!!

Why would you need a downfield blitz?
