Fend and Ball & Chain?

This came up in my game recently. I got a nice card and invited a Goblin Fanatic on the pitch. He started blocking some Amazonian linewoman (with Fend). The Ball & Chain skill description (LRB 5, obviously) state that the player must follow up, which is being prohibited by the Fend-skill!

What comes first?

Its like Frenzy ... its is a must follow up if able.

So in this case the Ball&Chain player would not follow up and you'd roll for his random movement again from the same square.
